Сучасні тенденції розвитку професійної технічної освіти у Польщі

Abstract

Дисертація містить дослідження особливостей розвитку технічної освіти у Польщі від моменту її зародження по теперішній час на тлі загальноєвропейських освітніх тенденцій. На основі вивчення літературних джерел, українських і польських документів і матеріалів, а також документів міжнародних організацій простежена динаміка впливу соціально-економічних змін на загальні тенденції в методології організації технічної освіти в Польщі на різних історичних етапах; розкрито особливості сучасної структурної організації та практичної реалізації польської технічної освіти, а також перспективи її розвитку; охарактеризовано основні чинники підготовки польських фахівців з технічних спеціальностей на усіх рівнях в умовах ринкової економіки; виявлено подібне і відмінне в системах підготовки фахівців з технічних спеціальностей України та Польщі; обґрунтовано науково-методичні рекомендації щодо можливостей творчого використання прогресивних ідей польського досвіду задля модернізації системи технічної освіти України.

Диссертация содержит исследование особенностей развития технического образования в Польше от момента его зарождения по настоящее время на фоне общеевропейских образовательных тенденций. На основе изучения литературных источников, украинских и польских документов и материалов, а также документов международных организаций прослежена динамика влияния социально-экономических изменений на общие тенденции в методологии организации технического образования в Польше на различных исторических этапах; раскрыты особенности современной структурной организации и практической реализации польского технического образования, а также перспективы его развития; охарактеризованы основные факторы подготовки польских специалистов технических специальностей на всех уровнях в условиях рыночной экономики; выявлены сходства и различия в системах подготовки специалистов технических специальностей Украины и Польши; обоснованы научно-методические рекомендации относительно возможности творческого использования прогрессивных идей польского опыта с целью модернизации системы технического образования Украины.

Dissertation is devoted to the investigation of Polish technical education development since the period of its rise up to now on the background of European educational tendencies. Having studied literary sources, Ukrainian and Polish documents and materials, papers of international organizations we traced the dynamics of social-economic changes influence upon general tendencies in methodology and organization of technical education in Poland at different historical stages (rise of First Rzeczpospolita, three divisions of Poland, Second Rzeczpospolita, World War II, People’s Republic of Poland, restoration of democratic state). We also succeeded in: defining peculiarities of modern structural organization and practical realization of Polish technical education and illuminating the perspectives of its development; characterizing main factors of Polish technical education at different levels in conditions of market economy; revealing similarities and distinctions in systems of technical education in Ukraine and Poland; grounding scientific methodical recommendation concerning possibilities of creative usage of Polish progressive experience with the object of modernization of Ukrainian technical education system. It’s been found out that modern program and methodological means of Polish professional technical education are being formed in accordance with general European educational principles. At present educational markets knowledge, which is integrated for solution of real professional problems is of more demand in comparison with uncoordinated and devoid of interdisciplinary structure knowledge in separate subjects. Securing of such knowledge is the main goal of Polish new state professional education standards elaboration program. Demands of employers are also among the determinative factors, which influence formation of educational contents in professional institutions at all levels. Scientific novelty and theoretical significance of the investigation are in the following achievements: it’s for the first time when the main stages of Polish technical education development were determined and characterized in the context of European educational tendencies; modern peculiarities and development perspectives of Polish technical education system at all levels were studied and specified; present pedagogical conditions and possible ways of creative realization of Polish and European experience in training of technical specialists taking into consideration Ukrainian educational traditions and present social-economic conditions were analyzed. We have made more exact scientific-theoretical generalizations as for peculiarities of professional education system modernization in countries with similar economic, social, cultural and educational traditions; developed the statements concerning general educational tendencies in Eastern Europe and their capability for adequate functioning and effective accumulating of “people’s capital” in conditions of quickly changing economy. Practical value of the obtained results is in elaboration of recommendations concerning possibilities of creative usage of Polish progressive experience with the object of modernization of Ukrainian technical education system. They were formulated on the basis of generalized investigation results, study of original legislative, economical, historical, pedagogical sources, periodical issues and are aimed at following directions: technical education popularization; structural reorganization of technical educational institutions; decentralization of technical education management; rise of technical education quality; introduction of multi-channel funding; introduction of new approaches to educational process; increase of professional level of technical institutions teaching staff; development of international cooperation in the field of technical education. Investigation materials can be used in higher pedagogical educational institutions of various accreditation types and post-graduate educational schools in lecturing on such courses as History of Pedagogics and Foreign Pedagogics, in process of creation of school-books, text-books, methodical recommendations. Investigation results can be used in work of state authority organs and institutions of educational system management.
