Інноваційні підходи до формування державної політики України у сфері будівництва

Abstract

У контексті євроінтеграційних процесів, глобальних змін та викликів, які стоять перед Україною, значну роль у забезпеченні цілей сталого розвитку має розробка і реалізація сучасної державної політики в сфері будівництва. Інноваційні підходи до її формування стають критично необхід-ними для покращення якості життя суспільства та забезпечення економічного зростання країни. Відтак ключовою метою є дослідження специфіки викорис-тання інноваційних підходів до формування державної політики у сфері будівництва та визначення її ролі для економіки і суспільства. Визначено, що основними стратегічними пріоритетами державної політики у сфері будівництва буде інноваційний розвиток, упровадження безвідходних технологій та інтеграція в міжнародні ринки. Для формування державної регуляторної політики у сфері будівництва необхідно дотриму-ватись основних принципів: сталий розвиток, прозорість і підзвітність, інноваційність та гармонізація нормативно-правової бази. При цьому, мають бути враховані головні виклики та проблеми, що можуть протидіяти запровадженню державної політики: бюрократія та корупція, недостатнє фінансування, екологічні проблеми, низький рівень кваліфікації кадрів. Значна диверсифікованість будівельної галузі дозволяє використову-вати різні види інновацій в системі формування державної політики України. Зокрема, технічні та технологічні інновації мають значний вплив на забезпе-чення виробничих будівельних процесів, тим самим створюючи сприятливі умови для генерування управлінських інновацій в системі формування державної політики у сфері будівництва. Встановлено, що інноваційні підходи у формуванні державної політики у сфері будівництва є складним, але важливим елементом сучасного управління, що вимагає системного підходу та співпраці на різних рівнях державного управління. Взаємовигідна та прозора співпраця між органами влади, бізнесом і громадськістю на основі запровадження реальної державної підтримки, інституційних змін та регуляторних ініціатив здатна забезпечити стійкий інноваційний розвиток будівельної галузі та підвищення її конкурентоспроможності в умовах внутрішніх і міжнародних викликів.In the context of European integration processes, global changes and challenges facing Ukraine, the development and implementation of a modern state policy in the construction sector plays a significant role in ensuring the sustainable development goals. Innovative approaches to its formation are becoming critically important for improving the quality of life of society and ensuring the country's economic growth. Therefore, the key objective is to study the specifics of using innovative approaches to the formation of state policy in the field of construction and to determine its role for the economy and society. It is determined that the main strategic priorities of the state policy in the field of construction will be innovative development, introduction of waste-free technologies and integration into international markets. To formulate the state regulatory policy in the construction sector, it is necessary to adhere to the basic principles: sustainable development, transparency and accountability, innovation and harmonization of the regulatory framework. At the same time, the main challenges and problems that can counteract the implementation of public policyshould be taken into account: bureaucracy and corruption, insufficient funding, environmental problems, and low level of personnel qualifications. The significant diversification of the construction industry allows for the use of various types of innovations in the system of state policy making in Ukraine. In particular, technical and technological innovations have a significant impact on the provision of production construction processes, thereby creating favorable conditions for generating managerial innovations in the system of state policy formation in the construction sector. It is established that innovative approaches to the formation of the state policy in the field of construction are a complex but important element of modern management, which requires a systematic approach and cooperation at various levels of public administration. Mutually beneficial and transparent cooperation between the authorities, business and the public through the introduction of real state support, institutional changes and regulatory initiatives can ensure sustainable innovative development of the construction industry and increase its competitiveness in the face of domestic and international challenges.
