Механізми надання електронних адміністративних послуг на місцевому рівні

Abstract

Кваліфікаційна робота присвячена комплексному розгляду теоретичних та практичних питань механізмів надання адміністративних електронних послуг на місцевому рівні. У кваліфікаційній роботі проаналізовано вплив процесів, які притаманні сучасному інформаційному суспільству, на взаємовідносини між державою і населенням. З’ясовано, що у результаті широкого впровадження інтернет-технологій, трансформуються функції державного управління. Такі зміни функцій, які характерні, насамперед для виконавчої влади, обумовлені втіленням у життя концепції «сервісного» характеру взаємовідносин органів державної влади і місцевого самоврядування з громадянами, у рамках якої влада розглядається як «постачальник послуг». Наведено основні принципи надання адміністративних послуг в умовах сучасної держави, а саме: задоволення потреб масового споживача, орієнтація на кінцевий результат, децентралізація владних повноважень. На основі аналізу механізмів надання електронних послуг на національному рівні, можна зробити висновок, що найбільш прогресивними, в контексті надання електронних послуг, є Міністерство економічного розвитку і торгівлі України, Міністерство соціальної політики України, Міністерство юстиції України, Міністерство закордонних справ України, Державної служби України з питань геодезії, Державна архітектурно-будівельна інспекція. Законом України «Про адміністративні послуги» визначено, що адміністративні послуги в електронній формі надаються через Єдиний державний портал адміністративних послуг. Тобто, Єдиний державний портал адміністративних послуг повинен реалізувати механізм «єдиного вікна», коли фізична або юридична особа без черг, швидко і комфортно зможе отримати адміністративну послугу від представників органів державної влади чи місцевого самоврядування.The qualification work is devoted to a comprehensive consideration of theoretical and practical issues of mechanisms for the provision of administrative electronic services at the local level. The qualification work analyzes the impact of the processes inherent in the modern information society on the relationship between the state and the population. It has been found that as a result of the widespread use of Internet technologies, the functions of public administration are being transformed. Such changes in functions, which are characteristic primarily of the executive branch, are due to the implementation of the concept of “service” nature of relations between public authorities and local self-government bodies and citizens, within which the government is viewed as a “service provider”. The article outlines the basic principles of administrative service provision in a modern State, namely, meeting the needs of the mass consumer, focusing on the end result, and decentralization of power. Based on the analysis of the mechanisms for providing electronic services at the national level, it can be concluded that the most progressive in the context of providing electronic services are the Ministry of Economic Development and Trade of Ukraine, the Ministry of Social Policy of Ukraine, the Ministry of Justice of Ukraine, the Ministry of Foreign Affairs of Ukraine, the State Service of Ukraine for Geodesy, and the State Architectural and Construction Inspectorate. The Law of Ukraine “On Administrative Services” stipulates that administrative services are provided in electronic form through the Unified State Portal of Administrative Services. In other words, the Unified State Portal of Administrative Services should implement a “single window” mechanism, where an individual or legal entity can receive an administrative service from representatives of state authorities or local self-government without queues, quickly and comfortably.
