Роль критичної інфраструктури у забезпеченні державної політики продовольчої безпеки в Україні

Abstract

Стаття присвячена вивченню місця об’єктів критичної інфраструктури у сфері реалізації та забезпечення державної політики продовольчої безпеки. Визначено ключову характеристику та зміст продовольчої безпеки, а також важливість оцінювання ризиків та основних загроз її забезпечення, серед яких особливу увагу приділено секторам критичної інфраструктури. Продовольчу захищеність ідентифіковано частиною суспільної і національної безпеки держави, що нерозривно пов’язує її із безпекою критичної інфраструктури. Наголошується на актуальності питань продовольчої безпеки в умовах війни в Україні. Проведено оцінку основних індикаторів продовольчої захищеності України та її місце серед світових держав, у результаті чого виявлено ряд негативних тенденцій. Проведено аналіз можливих причин погіршення продовольчої безпеки країни, серед яких відзначено пошкодження та знищення ряду об’єктів критичної інфраструктури, зокрема у сільському господарстві. Виявлено, що агарний сектор України, який є детермінантою продовольчої забезпеченості населення, зазнав значних втрат внаслідок війни. Підраховано вартість знищених активів даного сектору критичної інфраструктури та обсяг фінансування, необхідний для їх реконструкції і відновлення. Акцентовано увагу на необхідності врахування сучасних тенденцій стійкості продовольчого забезпечення населення в державах – членах ЄС із подальшою їх імплементацією в Україні. Ідентифіковано перелік основних суб’єктів державної політики продовольчої безпеки та внесено пропозицію до створення Міжвідомчої координаційної ради з питань продовольчої безпеки у якості дорадчого органу, що допоможе оптимізувати пропозиції до гармонізації державної політики продовольчої безпеки України у світлі євроінтеграційного курсу. Обгрунтовано перспективність імплементації зазначеної пропозиції у світлі реалізації програми фінансової донорської підтримки України та повоєнного відновленняThe article is devoted to the study of the place of critical infrastructure objects in the sphere of implementation and provision of the state food security policy. The key characteristic and content of food security, as well as the importance of risk assessment and the main threats to its provision, are determined. Among the threats, special attention is paid to critical infrastructure sectors. Food security is identified as a part of public and national security of the state. It was determined that this fact inextricably links it with the safety of critical infrastructure. The relevance of food security issues in the conditions of war in Ukraine is emphasized. The assessment of the main indicators of food security of Ukraine and its place among world countries was carried out. As a result, a number of negative trends were revealed. An analysis of the possible reasons for the deterioration of the country's food security was carried out. Among them, damage and destruction of a number of critical infrastructure facilities, including in agriculture, was noted. It was found that the agrarian sector of Ukraine is a determinant of food security of the population. It is noted that he suffered significant losses as a result of the war. The value of the destroyed assets of this critical infrastructure sector was calculated. The amount of funding necessary for their reconstruction and restoration has been determined. Attention is focused on the need to take into account modern rends in the sustainability of food supply to the population in EU member states with their further implementation in Ukraine. A list of the main subjects of the state food security policy has been identified. A proposal was made to create an Interdepartmental Coordinating Council on Food Safety. This organization will have the status of an advisory body. It is believed that it will help the Government to optimize proposals for the harmonization of the state policy of food security of Ukraine to the conditions of the European integration hourse. The perspective of the implementation of the mentioned proposal within the framework of the implementation of the program of donor financial support of Ukraine and post-war reconstruction is substantiated
