Ресурсна підтримка для розвитку об’єднаних територіальних громад: кваліфікаційна робота

Abstract

Мета дослідження − визначити перспективні напрями удосконалення ресурсної підтримки для розвитку об’єднаних територіальних громад, ґрунтуючись на комплексному застосуванні теоретичних та методологічних складових цього процесу, з урахуванням світового досвіду. У дослідженні здійснено всебічний теоретико-методологічний аналіз сутності, структури та особливостей ресурсного забезпечення розвитку об’єднаних територіальних громад України. Розглянуто фундаментальні поняття територіальних громад та їх функціональну роль у системі місцевого самоврядування як базового інституту демократичного управління на локальному рівні. Акцентовано увагу на концептуальних засадах ресурсної підтримки, що включає різноманітні види ресурсів − фінансові, матеріальні, людські, інформаційні та інші − які становлять комплексний потенціал для забезпечення сталого розвитку громад. Проведено системний аналіз сучасного стану ресурсного забезпечення об’єднаних територіальних громад в Україні, зокрема оцінку фінансово-матеріальної бази, інфраструктурної підтримки, а також ролі людського капіталу і впровадження інноваційних технологічних рішень у процесах управління. Окремо розглянуто міжнародний досвід ресурсної підтримки територіальних громад, що дозволяє виявити ефективні моделі та практики, перспективні для адаптації вітчизняною системою місцевого самоврядування. На основі теоретичних та емпіричних даних сформульовано ключові напрями удосконалення системи ресурсної підтримки, спрямовані на підвищення фінансової автономії, інвестиційної привабливості та соціально-економічної спроможності територіальних громад. Отримані результати мають значний практичний потенціал для розробки і реалізації політик, спрямованих на комплексний розвиток місцевих громад в умовах євроінтеграційних процесів та реформ децентралізації.

The purpose of the study is to identify promising areas for improving resource support for the development of united territorial communities, based on the comprehensive application of theoretical and methodological components of this process, taking into account world experience. The study carried out a comprehensive theoretical and methodological analysis of the essence, structure and features of resource support for the development of united territorial communities of Ukraine. The fundamental concepts of territorial communities and their functional role in the system of local self-government as a basic institution of democratic governance at the local level are considered. Attention is focused on the conceptual principles of resource support, which includes various types of resources - financial, material, human, informational and others - which constitute a comprehensive potential for ensuring sustainable development of communities. A systematic analysis of the current state of resource provision of united territorial communities in Ukraine was conducted, in particular, an assessment of the financial and material base, infrastructure support, as well as the role of human capital and the implementation of innovative technological solutions in management processes. International experience in resource support of territorial communities was separately considered, which allows identifying effective models and practices that are promising for adaptation by the domestic system of local self-government. Based on theoretical and empirical data, key areas for improving the resource support system were formulated, aimed at increasing the financial autonomy, investment attractiveness and socio-economic capacity of territorial communities. The results obtained have significant practical potential for the development and implementation of policies aimed at the comprehensive development of local communities in the context of European integration processes and decentralization reforms
