Перспективні напрямки менеджменту у розвитку військового туризму в Україні

Abstract

Наукова стаття присвячення вивченню перспектив забезпечення управління та розвитку галузі мілітарі туризму в Україні. Відзначається, що війна в Україні демонструє деструктивні соціально-економічні та екологічні наслідки. Звертаються увага на перспективи перетворення зазначених явищ на ресурс післявоєнного відновлення України. Пропонується інтегрування їх до сфери туристичної індустрії у якості військово-туристичного продукту та історико-культурної спадщини. Проведено дослідження закордонної практики ефективної реалізації зазначеної перспективи. Наголошується, що потенційний туристичний потік вимагає розробки інноваційної концепції менеджменту розвитку туристичної галузі "мілітарі туризму". Звертається увага на напрацювання учених у вивченні ідеї «мілітарі туризму» у формі використання у туризмі різних воєнних об’єктів. Мілітарі туризм позиціонується у якості перспективного джерела для поповнення державного і місцевих бюджетів та економічного розвитку вцілому. Ключовою проблемою у розвитку мілітарі туризму вбачається відсутність моделі управління та менеджменту у даному сегменті. Акцентовано увагу на відсутності профільної організації, яка б здійснювала контроль за якістю послуг та безпекою у військово-туристичній сфері. Розроблено концептуальні напрями управління сферою мілітарі туризму у посткризовий період. Ефективним інструментом для інтеграції описаної концепції на практиці визначено модель створення нового туристичного продукту – інноваційного туристичного кластеру. Обгрунтовано, що дана пропозиція передбачає об’єднання органів державного управління, підприємств, товариств, закладів вищої освіти, громадських організацій з метою синергетичного співробітництва. Цінність проведеного дослідження визначено у встановленні та аналізі причинно-наслідкового зв’язку між можливостями розвитку соціальноекономічної системи.A scientific article devoted to the study of prospects for ensuring the management and development of the military tourism industry in Ukraine. It is noted that the war in Ukraine demonstrates destructive socio-economic and ecological consequences. Attention is drawn to the prospects of turning these phenomena into a resource for the post-war reconstruction of Ukraine. It is proposed to integrate them into the sphere of the tourist industry as a military-tourist product and historicalcultural heritage. A study of the foreign practice of effective implementation of the specified perspective was conducted. It is emphasized that the potential tourist flow requires the development of an innovative management concept of the development of the tourist industry "military tourism". Attention is drawn to the achievements of scientists in the study of the idea of "military tourism" in the form of the use of various military objects in tourism. Military tourism is positioned as a promising source for replenishment of state and local budgets and economic development as a whole. The key problem in the development of military tourism is the lack of a management and management model in this segment. Attention is focused on the absence of a specialized organization that would control the quality of services and safety in the military-tourism sphere. Conceptual directions for managing the field of military tourism in the postcrisis period have been developed. An effective tool for the integration of the described concept in practice is defined as a model for creating a new tourist product - an innovative tourist cluster. It is justified that this proposal provides for the unification of state administration bodies, enterprises, societies, institutions of higher education, public organizations for the purpose of synergistic cooperation. The value of the conducted research is determined in the establishment and analysis of the cause-and-effect relationship between the possibilities of the development of the socio-economic system.
