Цифрова трансформація органів місцевого самоврядування: інноваційні інструменти та практичні результати : кваліфікаційна робота

Abstract

Мета роботи − розробити рекомендації щодо впровадження цифрових технологій та інноваційних інструментів у діяльність органів місцевого самоврядування в Україні на основі аналізу теоретичних, організаційних і практичних аспектів цифрової трансформації з урахуванням зарубіжного досвіду та успішних вітчизняних практик. Об’єкт дослідження − діяльність органів місцевого самоврядування в умовах цифровізації. Предмет дослідження – цифрова трансформація органів місцевого самоврядування: інноваційні інструменти та практичні результати. У дослідженні розкрито теоретичні та методологічні засади цифрової трансформації органів місцевого самоврядування, зокрема визначено поняття та значення цифровізації для публічного управління, проаналізовано нормативно-правове та організаційне забезпечення її впровадження. Досліджено еволюцію цифрових рішень у діяльності органів місцевого самоврядування в європейських країнах, розглянуто основні моделі цифрового управління та їх вплив на ефективність функціонування муніципалітетів. Визначено сучасний стан розвитку цифрових громад в Україні, охарактеризовано цифрові сервіси та платформи, а також окреслено виклики, інноваційні підходи та перспективи інтеграції українських громад у європейський цифровий простір.

The purpose of the work is to develop recommendations for the implementation of digital technologies and innovative tools in the activities of local governments in Ukraine based on an analysis of the theoretical, organizational and practical aspects of digital transformation, taking into account foreign experience and successful domestic practices. The object of the study is the activities of local governments in the context of digitalization. The subject of the study is digital transformation of local governments: innovative tools and practical results. The study reveals the theoretical and methodological principles of the digital transformation of local governments, in particular, the concept and significance of digitalization for public administration are defined, and the regulatory, legal and organizational support for its implementation is analyzed. The evolution of digital solutions in the activities of local governments in European countries is studied, the main models of digital governance and their impact on the effectiveness of the functioning of municipalities are considered. The current state of development of digital communities in Ukraine is determined, digital services and platforms are characterized, and challenges, innovative approaches and prospects for the integration of Ukrainian communities into the European digital space are outlined.
