Становлення та розвиток інституту Президентства в Україні: кваліфікаційна робота

Abstract

У кваліфікаційній роботі розкрито становлення та етапи розвитку інституту Президентства в Україні як ключового елементу системи державної влади. Проаналізовано конституційно-правовий статус Президента, еволюцію його повноважень, та взаємодію. Розкрито поняття, сутність інституту Президентства. Розглянуто історичні етапи становлення Президентства в Україні, зокрема запровадження інституту у перші роки незалежності до сучасного періоду воєнних викликів. Приділена увага впливу політичних реформ, а також реалізацію президентських повноважень у різні періоди незалежності України. На основі проведеного аналізу окреслено основні проблеми функціонування інституту, визначенню його ролі в сучасних реаліях України, а також основних викликів, проблем і перспектив реформування президентської влади.

The qualification work reveals the formation and stages of development of the institution of the President in Ukraine as a key element of the system of state power. The constitutional and legal status of the President, the evolution of his powers, election mechanisms and interaction are analyzed. The concept and essence of the institution of the presidency are revealed. The historical stages of the formation of the presidency in Ukraine are examined, from the introduction of the institution in the early years of independence to the modern period marked by wartime challenges. Attention is given to the impact of political reforms and to the exercise of presidential powers throughout different periods of Ukraine’s undependence.Based on the analysis, the main problems of the functioning of the institute, the definition of its role in the modern realities of Ukraine, as well as the main challenges, problems and prospects for reforming presidential power were identified
