Становлення патронатної служби в Україні : кваліфікаційна робота

Abstract

Досліджено генезис теоретичних та наукових уявлень про патронатну службу від античності до сьогодення. Зроблено висновок, що історичний досвід розвитку публічного управління свідчить, про те, що незалежно від типу держави, форми правління і форми державного устрою навколо вищих посадових осіб формувався штат наближених осіб, які тим чи іншим чином допомагали в управлінських справах. Проаналізовано формування сучасних моделей патронатної служби в зарубіжних країнах, зокрема, Великій Британії; На сьогодні Британська система врядування — це складна архітектура, де крім політичних радників , існує ціла мережа допоміжних інституцій, які забезпечують стабільність і безперервність діяльності державного апарату. Визначено місце і роль патронатної служби в системі публічної служби в Україні, досліджено систему правового регулювання патронатної служби, проаналізовано нормативно – правові акти. Розкрито особливості функціонування патронатних служб Президента України, Апарату Прем’єр-міністра України, патронатних служб Першого віце-прем’єр-міністра України, віце-прем’єр-міністрів України, Міністра Кабінету Міністрів України та міністра, який не очолює міністерство. Зроблено висновок, що як мета, так і завдання патронатних служб міністрів в системі публічного адміністрування повинні бути типовими, так як міністри як політичні діячі, члени Кабінету Міністрів України, виконуючи свої політичні функції, потребують інформаційного, консультативного, експертно-аналітичного, правового та іншого забезпечення власної діяльності.

The genesis of theoretical and scientific ideas about the patronage service from antiquity to the present has been studied. It is concluded that the historical experience of the development of public administration shows that, regardless of the type of state, form of government or form of state structure, a staff of close associates was formed around the highest officials, who in one way or another assisted in managerial matters. The formation of modern models of the patronage service in foreign countries, in particular in the United Kingdom, has been analyzed. Today, the British system of governance is a complex architecture, where, in addition to political advisers, there is a whole network of auxiliary institutions that ensure the stability and continuity of the state apparatus. The place and role of the patronage service in the system of public service in Ukraine have been determined, the system of legal regulation of the patronage service has been studied, and the relevant normative legal acts have been analyzed. The peculiarities of the functioning of the patronage services of the President of Ukraine, the Secretariat of the Prime Minister of Ukraine, the patronage services of the First Vice Prime Minister of Ukraine, Vice Prime Ministers of Ukraine, the Minister of the Cabinet of Ministers of Ukraine, and a minister who does not head a ministry have been revealed. It is concluded that both the goals and objectives of the patronage services of ministers in the system of public administration should be typical, since ministers, as political figures and members of the Cabinet of Ministers of Ukraine, while performing their political functions, require informational, advisory, expert-analytical, legal and other support for their activities.
