Основні детермінанти державного управління у сфері економічної безпеки України в умовах глобалізації

Abstract

У статті досліджено теоретико-методологічні та прикладні засади державного управління у сфері економічної безпеки України в умовах сучасних глобалізаційних процесів. Обґрунтовано, що глобалізація формує нову архітектуру світових економічних відносин, яка, поряд із розширенням можливостей міжнародної співпраці, супроводжується виникненням комплексу нових викликів і загроз для національної економіки, фінансової системи, виробничого потенціалу, енергетичної незалежності, технологічного розвитку та інформаційного простору держави. Особливу увагу приділено дослідженню сучасних глобалізаційних викликів, серед яких трансформація міжнародних виробничих ланцюгів, фінансова нестабільність, геополітичні конфлікти, енергетичні кризи, кіберзагрози, посилення технологічної конкуренції, зміна структури світових ринків і необхідність переходу до інноваційної моделі розвитку. Здійснено комплексний аналіз основних детермінант державного управління у сфері економічної безпеки України. Доведено, що саме системний вплив зазначених чинників визначає здатність держави своєчасно реагувати на внутрішні та зовнішні загрози, забезпечувати стійкість економічної системи та формувати умови для довгострокового соціально-економічного розвитку. Визначено пріоритетні напрями вдосконалення державної політики у сфері економічної безпеки України, які передбачають модернізацію інституційної системи публічного управління, розвиток стратегічного планування, впровадження сучасних механізмів моніторингу та оцінювання економічних ризиків, посилення фінансової, інвестиційної та енергетичної безпеки, підтримку інноваційної економіки, розвиток цифрової інфраструктури, зміцнення міжнародного економічного співробітництва та підвищення рівня економічної стійкості територій. Доведено, що реалізація запропонованих підходів сприятиме підвищенню ефективності державного управління, зміцненню економічної безпеки України, забезпеченню конкурентоспроможності національної економіки та формуванню передумов для сталого розвитку держави в умовах глобалізації та повоєнного відновлення.

The article examines the theoretical, methodological, and applied foundations of state administration in the field of Ukraine's economic security under the conditions of contemporary globalization processes. It is substantiated that globalization is shaping a new architecture of global economic relations which, while expanding opportunities for international cooperation, simultaneously generates a wide range of new challenges and threats to the national economy, the financial system, productive capacity, energy independence, technological development, and the state's information space. Particular attention is paid to the study of contemporary globalization challenges, including the transformation of global value chains, financial instability, geopolitical conflicts, energy crises, cyber threats, intensified technological competition, changes in the structure of global markets, and the need to transition to an innovation-driven development model. A comprehensive analysis of the main determinants of public administration in the field of Ukraine's economic security has been conducted. It is demonstrated that the systemic impact of these determinants defines the state's capacity to respond promptly to internal and external threats, ensure the resilience of the economic system, and create favorable conditions for long-term socio-economic development. Priority directions for improving Ukraine's public policy in the field of economic security have been identified. These include the modernization of the institutional framework of public administration, the enhancement of strategic planning, the implementation of advanced mechanisms for monitoring and assessing economic risks, the strengthening of financial, investment, and energy security, the promotion of an innovation-driven economy, the development of digital infrastructure, the reinforcement of international economic cooperation, and the improvement of the economic resilience of territories. It is demonstrated that the implementation of the proposed approaches will enhance the effectiveness of public administration, strengthen Ukraine's economic security, improve the competitiveness of the national economy, and create the necessary preconditions for the country's sustainable development under the conditions of globalization and post-war recovery.
