Сучасні моделі місцевого врядування : кваліфікаційна робота

Abstract

Мета дослідження полягає у теоретичному обґрунтуванні та розробці практичних рекомендацій щодо вдосконалення механізмів управління територіальними громадами на основі впровадження сучасних моделей місцевого врядування (сервісної, цифрової та партисипативної). Об’єктом дослідження є процеси функціонування та трансформації моделей місцевого врядування на рівні територіальних громад.Вироблено практичні рекомендації у вигляді інноваційної проєктної пропозиції – муніципальної платформи «Цифровий паспорт стійкості громади», що забезпечує синергію між технологічним та кадровим механізмами управління. Окреслено можливості практичного застосування результатів роботи через впровадження системи безперервного професійного розвитку посадових осіб, що дозволить підвищити якість муніципальних послуг та ефективність прийняття управлінських рішень.

The purpose of the study is to theoretically substantiate and develop practical recommendations for improving the mechanisms of management of territorial communities based on the implementation of modern models of local governance (service, digital and participatory). The object of the study is the processes of functioning and transformation of local governance models at the level of territorial communities. Practical recommendations have been developed in the form of an innovative project proposal - the municipal platform "Digital Passport of Community Sustainability", which provides synergy between technological and personnel management mechanisms. The possibilities of practical application of the results of the work through the implementation of a system of continuous professional development of officials, which will allow to improve the quality of municipal services and the efficiency of managerial decision-making, have been outlined.
