Особливості інформаційно-комунікативного супроводу діяльності органів публічної влади

Abstract

У дипломній роботі розглянуто теоретичні засади інформаційно-комунікативного супроводу діяльності органів публічної влади. Обґрунтовано дефінітивний аналіз базових понять наукового дослідження та здійснена комплексна характеристика нормативно-правової бази наукового дослідження. Під час здійснення інформаційно-комунікативної діяльності у публічному управлінні необхідно спиратися на положення Конституції України, Цивільного та Кримінального кодексів, низки законів України, інших нормативно-правових актів, де унормовуються основні засади інформаційної діяльності в цілому та комунікативної діяльності у публічній сфері, зокрема. Проаналізовано організаційні засади діяльності інформаційно-комунікативних підрозділів органів публічної влади. Визначено види та досліджено методику проведення основних комунікативних заходів у діяльності органів публічної влади. Виявлено особливості здійснення інформаційно-комунікативного супроводу діяльності органів влади у кризових ситуаціях. Здійснено дослідження особливостей інформаційно-комунікативного супроводу діяльності органів публічної влади України в умовах децентралізації. Розроблено основні напрямки удосконалення механізму інформаційно-комунікативного супроводу діяльності органів публічної влади в Україні.

The thesis examines the theoretical foundations of information and communication support for the activities of public authorities. The author substantiates the definitional analysis of the basic concepts of scientific research and provides a comprehensive characterization of the regulatory framework of scientific research. When carrying out information and communication activities in public administration, it is necessary to rely on the provisions of the Constitution of Ukraine, the Civil and Criminal Codes, a number of laws of Ukraine, and other regulatory legal acts which regulate the basic principles of information activity in general and communication activity in the public sphere, in particular. The author analyzes the organizational principles of information and communication units of public authorities. The types and methods of conducting the main communication activities in the activities of public authorities are identified and studied. The peculiarities of information and communication support of public authorities in crisis situations are identified. The peculiarities of information and communication support of the activities of public authorities of Ukraine in the context of decentralization are studied. The main directions for improving the mechanism of information and communication support of public authorities in Ukraine are developed.
