Реалії та перспективи розвитку туристично-рекреаційної сфери у Вінницькій області

Abstract

У статті зроблено аналіз сучасного регіонального стану функціонування туризму у Вінницькій області та організаційно-економічного механізму відносин, які визначають перспективи його збалансованого розвитку. Ідентифіковано об’єкти, які завдяки своїй пізнаванності й привабливості набули рис популярності та певної туристської спеціалізації. У цільових перевагах домінують об’єкти, які відкривають нові можливості перед споживачами в організації туристичних подорожей: розважально-відпочинкового, культурно-пізнавального (екскурсійного, історико-культурного), релігійно-паломницького, спортивно-оздоровчого та екзотичного й екстремального спрямувань. З метою активізації туристсько-рекреаційної діяльності у Вінницькій області функціонує і вдосконалюється система державної підтримки, яка на практиці виражається у вигляді системи взаємопов’язаних і взаємодоповнюючих один одного документів. Задля промоції Вінницької області як туристично привабливого регіону розроблено низку нормативно-методичних документів. Запропоновано організаційно-економічний механізм формування, функціонування та розвитку рекреаційно-туристичного потенціалу регіону. Висвітлено ознаки, структура та концептуальні положення цього механізму.

The article analyzes the current regional situation of tourism functioning in the Vinnytsia region and the organizational and economic mechanism of relations that determine the prospects for its balanced development. It was established that the basis for the formation of a powerful tourist-recreational complex of Vinnytsia region is the tourist-recreational resources possessing the properties of uniqueness, historical and cultural value. Objects have been identified that, due to their familiarity and attractiveness, have gained popularity and specific tourist specialization. Objectives are dominated by objects that open up new opportunities for consumers in organizing tourist trips for recreational, cultural and cognitive (sightseeing, historical and cultural), religious-pilgrimage, sports and recreational, and exotic and extreme destinations. A good example of attracting new resources to the tourist process is gastronomic tourism, as a kind of exotic, one of the newest types of recreation in the oblast, as well as in Ukraine as a whole. In order to intensify tourism and recreation activity in the Vinnytsia region, the system of state support is functioning and improved, which in practice is expressed as a system of interconnected and mutually complementary documents. Regulatory and methodological documents for the development of tourism activities include the «Strategy of balanced regional development of the Vinnytsia region for the period until 2020», where tourism is considered as one of the areas of economic development in the region and a number of territorial programs, among which: «The program of development of tourism ... .. for 2016-2020», «The Program for the Development of Culture ... for 2018-2022»), aimed at promoting the Vinnytsia region as a tourist attraction region. The organizational and economic mechanism of formation, functioning and development of recreational and tourist potential of the region is proposed. The signs, structure and conceptual provisions of this mechanism are highlighted.
