Інноваційні технології у публічному управлінні розвитком сучасного міста: концепція Smart City : кваліфікаційна робота

Abstract

Дана кваліфікаційна робота присвячена комплексному дослідженню теоретичних та прикладних аспектів впровадження інноваційних технологій у систему публічного управління сучасним містом у межах концепції Smart City. У роботі розкрито еволюцію концепції «розумного міста», яка пройшла шлях від суто технічної модернізації інфраструктури до людиноцентричної моделі Smart City 3.0, де пріоритетом є залучення громадян до процесів прийняття управлінських рішень та сталий розвиток урбанізованих територій. Наукова новизна дослідження полягає в обґрунтуванні Smart-трансформації як складного інституційного процесу, що потребує переходу від ієрархічного адміністрування до моделі «уряду як платформи». Проведено ґрунтовний порівняльний аналіз світових моделей Smart City (європейської, американської та азійської), за результатами якого визначено найбільш релевантні елементи для адаптації в національних умовах. Особливу увагу приділено аналізу сучасного стану цифровізації міст України. Встановлено, що попри умови воєнного стану, муніципалітети демонструють високу адаптивну здатність, трансформуючи концепцію «розумного міста» у модель стійкого міста (Resilient City). У роботі ідентифіковано ключові бар’єри цифровізації, серед яких – дефіцит кваліфікованих кадрів, цифровий розрив між громадами та необхідність посилення кібербезпеки критичної інфраструктури.

This qualification work is dedicated to a comprehensive study of the theoretical and applied aspects of implementing innovative technologies into the public management system of a modern city within the Smart City concept. The work reveals the evolution of the «smart city» concept, which has transitioned from purely technical infrastructure modernization to the human-centric Smart City 3.0 model, where the priority is citizen involvement in decision-making processes and the sustainable development of urbanized territories. The scientific novelty of the research lies in the substantiation of Smart transformation as a complex institutional process that requires a transition from hierarchical administration to the «government as a platform» model. A thorough comparative analysis of global Smart City models (European, American, and Asian) has been conducted, resulting in the identification of the most relevant elements for adaptation in national conditions. Special attention is paid to the analysis of the current state of digitalization in Ukrainian cities. It has been established that despite the conditions of martial law, municipalities demonstrate high adaptive capacity, transforming the «smart city» concept into the Resilient City model. The work identifies key barriers to digitalization, including a shortage of qualified personnel, a digital divide between communities, and the need to strengthen the cybersecurity of critical infrastructure.
