Сучасні інструменти впровадження інклюзивної освіти в умовах НУШ

Abstract

У статті висвітлені сучасні інструменти впровадження інклюзивної освіти в умовах Нової української школи. Визначено, що Концепція Нової української школи передбачає, що виховний процес є невіддільною частиною освітнього процесу та повинен орієнтуватися на загальнолюдські цінності, насамперед морально-етичні та суспільно-політичні. З’ясовано, що впровадження інклюзивної освіти має бути поступовим у міру підготовки кваліфікованих кадрів та зміни ставлення суспільства до цієї категорії дітей. Встановлено, що впровадження інклюзивного навчання у Новій українській школі регламентується Законом України «Про освіту», Концепцією реалізації державної політики у сфері реформування загальної середньої освіти «Нова українська школа» на період до 2029 року, Постановою Кабінету Міністрів України «Про затвердження Порядку організації інклюзивного навчання у закладах загальної середньої освіти». Визначено, що для учнів, які потребують підтримки під час освітнього процесу, керівник закладу освіти створює команду психолого-педагогічного супроводу та забезпечує їх роботу в закладі освіти. Встановлено, що реалізація ідеї впровадження інклюзивних освітніх технологій у Новій українській школі повинна здійснюватися з урахуванням особливостей і нахилів дітей, визначення команди підтримки, моделі взаємодії організації та відповідних методів і прийомів. Авторами зазначено, що інклюзивне навчання повинно зосереджуватися на особливих якостях, здібностях та інтересах дитини. Виділено проблеми, які виникають на етапі впровадження інклюзивного навчання в Новій українській школі. З’ясовано, що в умовах інклюзивного навчання великого значення набуває використання мультидисциплінарного підходу в організації психолого-педагогічного супроводу дітей з особливими освітніми потребами та залучення громади до розв’язання проблем інтеграції цих дітей у соціокультурний простір. Авторами встановлено, що впровадження інклюзивного навчання у закладах Нової української школи має бути поступовим у міру підготовки кваліфікованих кадрів та зміни ставлення суспільства до дітей з особливими освітніми потребами.

The article highlights modern tools for the implementation of inclusive education in the conditions of the New Ukrainian School. It was determined that the Concept of the New Ukrainian School provides that the educational process is an integral part of the educational process and should be oriented towards universal values, primarily moral-ethical and socio-political. It was found that the introduction of inclusive education should be gradual as qualified personnel are trained and society’s attitude towards this category of children changes. It was established that the implementation of inclusive education in the New Ukrainian School is regulated by the Law of Ukraine “On Education”, the Concept of State Policy Implementation in the Reform of General Secondary Education “New Ukrainian School” for the period until 2029, the Resolution of the Cabinet of Ministers of Ukraine “On Approval of the Procedure for Organization of Inclusive Education in institutions of general secondary education”. It was determined that for students who need support during the educational process, the head of the educational institution creates a team of psychological and pedagogical support and ensures their work in the educational institution. It has been established that the implementation of the idea of introducing inclusive educational technologies in the New Ukrainian School should be carried out taking into account the characteristics and inclinations of children, the definition of a support team, the organization’s interaction model and appropriate methods and techniques. The authors state that inclusive education should focus on the special qualities, abilities and interests of the child. Problems that arise at the stage of implementation of inclusive education in the New Ukrainian School are highlighted. It has been found that in the conditions of inclusive education, the use of a multidisciplinary approach in the organization of psychological and pedagogical support for children with special educational needs and the involvement of the community in solving the problems of integrating these children into the socio-cultural space is of great importance. The authors established that the introduction of inclusive education in the institutions of the New Ukrainian School should be gradual as qualified personnel are trained and society’s attitude to children with special educational needs changes.
